<DIV><BR></DIV><BR>Alert: Please contact the members of the City Council Rules
Committee <BR>(listed below) to ask that the proposals by City Attorney Mike
<BR>Aguirre or community attorney John Stump should be referred to the <BR>full
Council for discussion on whether or not they will be placed on <BR>the Feb 2008
ballot.<BR><BR>Ask them to SUPPORT forwarding the proposals forward for
discussion <BR>before the full City Council.<BR>(If you are not in one of the
districts listed below, email anyway, <BR>since the issue is you'd like it to be
heard by the full Council so <BR>your representative could consider
these.)<BR><BR>The Mayor's proposals for changes to the Charter will be heard
later <BR>and will likely conflict with some of these. You might want to ask
<BR>that they consider all of the proposals together soas to understand <BR>how
the ballot would appear to voters.<BR><BR>SUPPORT CALL FOR CHARTER CHANGE FOR
RECYCLING<BR>You may want to weigh in on the individual topics listed below -

<BR>info.<BR><BR>The proposal for mandatory recycling has its flaws that could
be <BR>fixed. But it is superior in concept to what the Mayor is

INFO:<BR><BR>The eminent domain proposal would restrict the use of government
<BR>takings of private property for private use and require that any such
<BR>taking of private lands be only for public uses.<BR><BR>The Council Salaries
proposal is such that "Council pay shall not be <BR>better than the median for
the people of San Diego." Current council <BR>pay: $75,358 + benefits Current
median: $51,000 (approx)<BR><BR>The city record keeping is to require reasonable
costs for copying <BR>public records.<BR><BR>The Board of Education proposal is
for San Diego Unified School Board <BR>members to be "elected in the same manner
as the City Council and <BR>with the same compensation" and that the Board be
the same size as <BR>the Council. The San Diego City Charter controls the
election process <BR>for San Diego City schools. Mr. Stump argues that, "this
mini-gov't <BR>is the third largest local government in the region yet it has a
<BR>part-time board with less representation that the City Council."<BR><BR>I
