<p class=MsoNormal>The California Bicycle Coalition is putting out the call for
support on two important bike bills that will be going to committee in April.
Please take a moment to voice your support with a letter. The SDCBC has already
written letters of support for these two bills and faxed them in, but personal
letters also have a big impact. <o:p></o:p></p>
<p class=MsoNormal><o:p> </o:p></p>
<p class=MsoNormal>AB534 is the bill to put more money into the Bicycle
Transportation Account, which in San Diego has funded projects like<span
style='color:black'> the Inland Rail Trail, the Rose Creek Bike and Pedestrian
Bridge, and bike lanes throughout the county. The bill</span> will be heard at
the Assembly Transportation Committee on April 9<sup>th</sup>. Please
send a letter (see info and sample below) to the committee and the sponsor.
Assemblywoman Shirley Horton from the 78<sup>th</sup> district (Lemon Grove,
Chula Vista, San Diego, Bonita and Spring Valley) is on that committee,

<p class=MsoNormal>In the mid 1970’s, the Bicycle Transportation Account
was created with an annual allocation of $360,000.00. Over the next two
decades the BTA remained as a blip on the transportation budget chart.
Two bills in the late 90’s and early 2000 by Assembly Member Firestone
(AB 1020) and Senator Brulte (SB 1772) dramatically changed the way that local
governments would forever view bicycle planning. These bills provided for
$7.2 million annually for bicycle projects throughout the State. In 2005,
Senator Torlakson attempted to maintain the program funding level citing its
great success and need for more funding with (SB 523). Unfortunately,
this bill was vetoed by the Governor. The current monthly allocation is
$460,000.00 a month to the BTA. <o:p></o:p></p>
<p class=MsoNormal><o:p> </o:p></p>
<p class=MsoNormal>AB 534 will provide for increased use of bicycle
infrastructure investments. It is more important than ever to provide
support to communities for bicycle infrastructure as we begin to spend
Proposition 1B dollars. This bill will help to ensure that when those
bond dollars are spent on transportation, that bicycling is included in the
plan. Given that close to $50 million in project applications go unfunded
each year, this increase represents one tool for all those planners,
bicyclists, and others concerned about providing safe and clean routes to
schools, trails, jobs and shopping. <o:p></o:p></p>

<p class=MsoNormal>I join the California Bicycle Coalition in <b>supporting AB
1358, the Complete Streets Act of 2007</b>, because it will require cities and
counties to design roadways that make bicycling and walking safer, more
feasible modes of transportation. As non-motorized transportation modes,
bicycling and walking can help solve a variety of the problems California
faces: poor air quality, the threats from climate change and worsening public
health.<o:p></o:p></p>
<p class=MsoNormal><o:p> </o:p></p>
<p class=MsoNormal>It is imperative that roadway design enables motorists,
bicyclists, and pedestrians to travel safely. AB 1358 will result in roads that
serve all users, not just motorists, as is now too often the case.<o:p></o:p></p>
<p class=MsoNormal><o:p> </o:p></p>
<p class=MsoNormal>In California, automobiles are responsible for 40% of the
carbon dioxide released into the atmosphere, a percentage that does not include
emissions from diesel buses, trucks, trains or airplanes. Promoting the
construction of facilities that facilitate non-motorized travel will help
California meet its climate change prevention goals without spending billions
to investigate new technologies, some of which may never materialize. Bicycling
and walking are available to us now, free of charge.<o:p></o:p></p>
<p class=MsoNormal><o:p> </o:p></p>
<p class=MsoNormal>Americans rely on automobiles for transportation because, in
many cases, there are no alternatives. Driving and riding in a car, however, do
not require physical exertion. By bicycling and walking, people can
incorporate physical activity into their daily routines, which can improve the
health of Californians, saving the state millions of dollars in saved health
care costs and preventing the loss of productivity from illnesses that result
from sedentary lifestyles, such as obesity, diabetes and heart attacks. AB 1358
will provide alternatives to driving by building roadways that are safe and
inviting for non-motorized transportation, making it possible for more people
to embrace active lifestyles.<o:p></o:p></p>
