Interesting to see if this means that there will be enough time for them to
actually ticket motorists in the bike lane. :-)

Yesterday the City Council approved the BPR reports for the Police and Fire
Departments. The Council's action is a very significant endorsement of the
BPR process and my effort to make City operations more efficient and
effective.

 

The BPR for the Police Department will yield more than 117,000 hours of
staff time each year allowing the department to conduct more proactive
police work. The BPR for the Fire-Rescue Department has validated that the
City is employing staffing strategies that are efficient, cost-effective and
consistent with the best management practices of leading fire service
agencies.

 

Both BPR efforts have given us the opportunity for very substantial
investigation into our business practices. They have given me, the
department's leaders and department staff the opportunity to suggest and
explore ways to improve our operations and have shown us how to better serve
the residents of San Diego.  

 

The Fire-Rescue Department BPR study reviewed 19 areas of operations and
developed 60 recommendations. The Fire-Rescue BPR team examined staffing
practices at other fire departments in 14 other cities comparable to San
Diego. All of this work showed that the department is operating in an
efficient and effective manner and can continue to improve their work by
focusing on maintaining their management practices.

 

For the Police Department, the BPR effort showed that officers are being
taken away from their core duties by too much paperwork and by handling
tasks better suited for others. The Police BPR makes recommendations to
change some of the reporting processes used by officers and to move certain
functions to those better suited to manage them. 

 

All told, the Police BPR was able to identify ways to add more than 117,000
hours back into the Department's staffing. Though these hours will come in
bits and pieces, they will still give the City more police time on the
streets. By implementing the recommended changes, sworn employees will be
more productive during their shifts spending more of their time responding
to high priority calls for service, engaging in proactive or targeted
enforcement efforts, problem solving, or investigating crime cases.

 

These are very significant improvements and exactly the kind of outcomes we
look for in every BPR effort.

 

I implemented the Business Process Reengineering effort immediately after
taking office. It remains a central element of my ongoing effort to reform
business practices at the City. I applaud the City Council for deciding to
approve these BPR reports and for endorsing the recommendations they
include.
