[SDCBC] Stupid Bike Lane

Alas, in reference to the La Jolla Colony/Rose Canyon Bike Path adjacent 
discontinuity mess, someone enumerated ways to get from La Jolla Colony 
Drive southbound/westbound onto Rose Canyon southbound.

One of the possibilities enumberated was

- Ride under the bridge and make a U-Turn at the light at Gilman and I-5
end of quote

Unfortunately, as part of the newly rebuilt Gilman/I-5 intersection 
"they" hanged a "No U Turn" sign from the traffic signal.
