[SDCBC] Bogota vs. San Diego

That would be my vote, especially if it goes over the 5 so that cyclists
could go up and over the saddle east of Mt Soledad  on La Jolla Parkway
(previously Ardath Rd).  If there is only one bi-directional path, then
there would have to be sane connections to both sides of La Jolla Parkway.
