[SDCBC] Bollards removed from Saturn Blvd bike path!

I received a report from Dave White that as of this weekend the bollards
were removed from the Saturn Blvd bike path, so they no longer pose a hazard
to bicyclists trying to ride around the bay. Hooray! 

Thanks to all who called or emailed elected officials and city staff and
encouraged them to removed the posts. It worked!
