Per Dan Burden, reducing the speed limit to 40 would preserve, or perhaps enhance, the street's carrying capacity.

  No alternate freeway crossings. Every street that crosses the freeway has on- and off-ramps. 
  Although it would be nice to reconfigure the land uses/street configuration, it’s Camino Del Norte. No fronting uses. Recently and fairly intensively developed, so no opportunities for redevelopment anytime soon.
