The issue about insufficient green signal time to complete crossing the 
intersection is not insufficient green, but insufficient yellow. The 
yellow time is intended to allow completion of the crossing after the 
green stops and before the conflicting green starts. With insufficient 
yellow time, no amount of green is sufficient to allow a slowly 
accelerating driver, such as a cyclist, to enter on the green and 
complete the crossing.
