Perhaps, then, the sign obstructing the bike lane is a blessing in disguise,
encouraging cyclists to get out of the bike lane which hungry brunchers pull
into without looking.
Per CVC 21208 (a) (4) we are legally obviated from the requirement to ride
in a bike lane "When approaching a place where a right turn is authorized",
and for very good reason, one might add.

Even if the bike lane is not obstructed in that area riddled with restaurant
entrances, I recommend pretending that it is, and riding accordingly. As
you approach the row, look back, signal, negotiate for right of way if
necessary, then merge left into a lane-controlling position in the rightmost
traffic lane. Once you're past all the chaos, you can look back and move
back into the bike lane.
