For me, safety tends to be a much bigger issue than either terrain or distance. Within reason, I would generally rather deal with a tough climb than a difficult merge. Serge finds some intersections "challenging" or "fun," whereas I find them "terrifying." Likewise, I find some hills "challenging" or "fun," whereas some others find them "intimidating." :)

This is perhaps made most obvious in relatively flat and dense areas with parking and traffic congestion issues, like Pacific Beach, where bicycling seems significantly more popular than in most other SD areas, despite the streets being no more complete and the traffic behavior not being any more rational to any significant degree.
