This area is signed "bike lane/no parking", but I'm pretty sure that the
problem is that the curb is painted red intermittently, around driveway
entry points. There is a very strong visual implication that where it is
not red, it is okay to park.

I think if the red curb paint were removed, the problem would be greatly
diminished.
