Even at $4/gallon, the price of gasoline is only a minor component of the
true cost of motoring. The IRS currently allows more than $0.50 per mile for
driving expenses, and when one considers capitalization, insurance, repairs,
routine maintenance, etc., that's probably a realistic population average.
Add the external social costs of pollution, congestion, roads, etc., and
driving a car costs well over $1/mile, particularly on the shorter trips
that some combnation of cycling, walking, and transit can handle so
effectively.
