[SDCBC] Red light trap at LJ Shores/Torrey Pines

Has anyone brought this up with the city traffic engineer?
Also, as far as I know, the whole "treat a non-responsive traffic signal as a stop sign" paradigm, which I use myself on occasion, has never been proven in a local court of law -- can anyone cite a suitable legal precedent?

It has been brought to my attention that a police officer has been ticketing cyclists (I've been told of three such tickets so far) for running the red light turning left/east from SB N. Torrey Pines Road into UCSD at LJ Shores Drive. Apparently cyclists are not able to trigger the left green arrow, and so are treating it as a stop sign, but are getting ticketed anyway.
