[SDCBC] Pershing and the I-5

That is true where and only where a cyclist can safely slow or stop and, worst-case, safely cross a ramp pedestrian-style. We can do it with single-lane diverges such as Pershing/I-5, but multilane structures are generally much worse. 

As for the "roads being what they are," we can change things if we speak up and recommend cost-effective enhancements. Dan Burden has demonstrated many effective traffic calming tricks with a little pavement striping and coloration.
