[SDCBC] Fwd: MTC to study Idaho "stop-and-roll" law

I disagree with this one part of Jon Isaacs's statement: "One stops
because of the unexpected. There are definitely situations when a stop
is necessary." I say that wherever there is a stop sign, or a yield
sign, cross traffic is expected. The sign is there to protect that
crossing traffic. It is the absence of crossing traffic that should be
considered to be the unexpected, which therefore allows a change in plan
after determining that this unexpected event has occurred.
