The truth is that almost no one, whether motorist or cyclist, comes to a full legal stop at a stop sign, except to yield the right of way to another road user. I do not object to this "California stop" behavior, because what is important is merely to slow to pedestrian speed, to observe everything, and to be prepared to stop as needed. We have to be very careful in our endorsements and legal positions, because I certainly do not want overzealous or revenue-starved law enforcement officers emulating Oceanside police and ticketing bicyclists who trackstand at stop signs instead of putting a foot down.

Idaho isn't exactly the same, but as Kathy pointed out, Idaho's suburban areas
aren't all that different from California's suburban areas, and in Idaho
apparently there is no evidence of higher rates of cyclist crashes or
fatalities since this law was passed about 5 years
ago.

This could be due to the fact that very few cyclists actually stop at
stop signs regardless of what the law might be.
