[SDCBC] Sprinter to institute 4 bike per train car limit

It's not up on the website yet, but North County Transit District is
instituting a four bike per train car limit on the Sprinter officially
starting yesterday, but it sounds like they will begin enforcing the limit
on July 1st. 

Still checking on who to talk to at NCTD about this, and what the status is
of the bike parking at the Sprinter stations, so I'll let you know when I
hear more.
