[SDCBC] EC qualification by testing only

The League of American Bicyclists already has their very condensed version
of the safety info on the web - http://www.youtube.com/watch?v=jdrrxIpQpt4
I know someone has the Effective Cycling video on DVD -  Maybe we can upload
that to YouTube? I also don't see the League update/replacement of the
Effective Cycling video "Enjoy the Ride" on YouTube - maybe we can get
permission to post that as well? 

I think it wouldn't be too much work to put together a hybrid
computer/onbike class for people.
