[SDCBC] EC qualification by testing only

For quite a few years, under my supervision,  LAW ran Effective Cyclist 
qualification tests at its annual rally. The test started with a 
multiple choice test (50 questions? More?). Those successful in passing 
the test then rode the road test, and if they also succeeded in that 
they were granted the Effective Cycling Certificate. Naturally, those 
who signed up for the test were club cyclists who chose to attend the 
national annual rally, and therefore had developed a considerable level 
of skill. Naturally, some did not succeed. Whether or not such a system 
would work for people who learned from book reading, video viewing, and, 
of course, traffic practice by themselves or with a few friends, is not 
known. Before the Effective Cycling era, of course, many cyclists 
learned the hard way through experience. It took many miles and several 
years of traffic cycling to learn, but they did. With modern sources of 
information, such a program might be quite successful.
