It sounds like this guy was at fault.  Looks like there was a car
sitting on the sensor and he just went around the car.

If you're tucking in on the tail of a car, once you enter the
intersection, you have "control" of the intersection, and if traffic
gets a green, they have to wait until you clear.  Now it's been my
experience that they generally do this, but you'll get the impatient
ones that honk and edge forward.

I'm with Serge on this, too often the cycling community blames the
driver of the car and not the "driver" of the bike.  However when I'm
driving, I often see cyclists doing brain dead things.  I watched a guy
run the stop sign at Island and 10th this morning on his mountain bike.
Or last night when I was turning onto the 94, here comes some guy flying
down the sidewalk and through the intersection against the "walk" light.
Had he been coming from behind me I would've right hooked him since he
was riding on the sidewalk at a pretty good pace.  He was coming at me
so I saw him in time to stop and save my sheet metal. Probably the first
time he's heard a driver yell "get in the street!" too. :)
