[SDCBC] Toll Road impacts to bicycle pedestrian facilities

I went to the Environmental Impact Report website and there's a whole
chapter section on bicycle and pedestrian impacts (Section 4.5). There is
also a discussion of trail impacts in the Recreation Section 4.25. If you
are interested, the documents are available online at

I did a cursory look though the EIR, and there are some temporary
construction impacts, and some permanent noise and visual impacts, but as
far as I can tell there would not be any permanent trail or road closures in
San Diego county.

A7C-FEC-M Alternative
The A7C-FEC-M Alternative will cross the alignments of the proposed San Juan
Creek Trail Extension
and proposed Cristianitos Trail which will result in permanent acquisition
along portions of these trails, if
these proposed facilities are operational during construction of this
Alternative. This would be an adverse
impact on these proposed trails. In addition, the views from these trails
would be substantially affected by
this Alternative and this would be considered an adverse impact.
This Alternatives would not result in long-term adverse impacts to Classes
II and III on road bicycle
facilities and sidewalks because these facilities would be reopened after
temporary construction closures.
The Preferred Alternative selected by FHWA and TCA is a refined alignment
based on the A7C-FEC-MInitial
corridor Alternative. Long-term impacts related to pedestrian and bicycle
facilities for the
Preferred Alternative (including utility relocations) would be the same as
those for the A7C-FEC-MInitial
Alternative.
Access from San Mateo Campground to Trestles Beach would be maintained
during and after
construction. With the corridor, the trail would be reconfigured to run
adjacent to the reconfigured
Cristianitos Road similar to what exists now. The new trail would cross over
the toll road, continue along
Cristianitos Road, and reconnect to the existing trail(s) that currently
runs adjacent to San Mateo Creek
and under the I-5. Trail users may continue on Cristianitos Road, cross over
I-5, and connect to the Old
U.S. 101 Highway trail.
Mitigation Measure R-5: Impacts on Trails. During final design, the TCA or
implementing agency/agencies will
provide for crossings of planned lateral Class I and existing and planned
Class II bicycle trails, as well as
hiking and equestrian trails at master planned locations across the road
alignments. These trail crossings
will be designed and constructed according to the standards of Caltrans and
the applicable local
jurisdictionsagency with responsibility for the trail, as appropriate.
Construction plans will include
directions to contractors related to minimizing potential disruptions to
existing bicycle, riding and hiking
trails during construction, as feasible.
