I do not think they can legally eliminate an established bicycle access route without providing an equal-or-better alternative, but the issue definitely deserves close monitoring.

If we know that the camping areas will be lost, I think we can safely assume
that the bicycle access will be lost, also.

Every time some private toll road company wants to steamroll a freeway through
an area, they always trump up the "We need it for they safety /
firefighters / emergency vehicles" arguments.
