I think that if you did it like in Trondheim, where people paid to use it,
and you made it a private venture, you might be able to get around the
litigation issue. If you're willing to take the risk. I'd be willing to pay
a dollar to have some help on that hill out of Sorrento Valley, but I'm not
sure my right let would last that long!

Nice idea, but the liabilities of such a device in our rather litigious
society are slim to none.
