[SDCBC] Bay Shore Bike Route signal fixed.

I don't know about statewide, but the City of Carlsbad has been very responsive (so to speak) in adjusting its loop detectors.

Everyone -- if you fill out the SANDAG questionnaire, please mention the need for bicycle-sensitive traffic lights.
