[SDCBC] Maximum Sentence for Killing Bicyclist

Well certainly the unity of MADD was enough to make some 
change...  any change that we might expect will probably take at 
least that level of effort.  I wonder if insurance companies can be 
engaged on such an effort...  after all, at least one insurance 
company is airing commercials about driver distraction.
