[SDCBC] Maximum Sentence for Killing Bicyclist

Not sure, it is a huge problem...  and the recent introduction of 
more and more electronic toys does not help.

Perhaps petition for a law against "distracted drivers,"  but I doubt 
that even with a law in place, would behavior change.
