I haven't been following this thread, so I apologize for coming in late and
perhaps covering old ground.
There are no easy answers to John's question, but organizations at the
national and state level are developing programs to address the issue. The
National Center for Bicycling and Walking has initiated the Traffic Justice
Initiative. See http://www.bikewalk.org/tji.php for more information. It's
still a fledgling effort. At the state level, the California Bicycle
Coalition will begin an effort this year to develop a Bicyclists Bill of
Rights. This is nothing more than a concept at this point, so we will have
to see how it develops but there is interest in doing something about this
in several quarters.
Ultimately it will take a cultural shift akin to the change in attitude
about drunk driving to make a difference. No small task to be sure. Is it
worth your effort?

Somehow, the idea of "responsibility behind the wheel" needs to be engaged.
Distraction, coupled with higher speeds (some local arterials are 50MPH) is
a bad combination.

even slow down for a stop sign even though I clearly had the right of way
and no stop sign from my direction. Fortunately, I was traveling slowly and
was alert enough to see she was totally distracted on the phone and was not
going to stop.
This issue is all about driving responsibly adn being held accountable in
all circumstances - not just about drunks and old people.
