 Somehow, the idea of "responsibility behind the wheel" needs to be engaged.

 Distraction, coupled with higher speeds (some local arterials are 50MPH) is a bad combination.

Fortunately, I was traveling slowly and was alert enough to see she was totally distracted on the phone and was not going to stop. 

 This issue is all about driving responsibly adn being held accountable in all circumstances - not just about drunks and old people.
