[SDCBC] Maximum Sentence for Killing Bicyclist

I fully agree... I too have faced this hazard, more than once.
Somehow, the idea of "responsibility behind the wheel" needs to be engaged.
Distraction, coupled with higher speeds (some local arterials are
50MPH) is a bad combination.
