[SDCBC] New Law on Bicycle Lights

These laws make 2 of my bikes illegal to ride at night.   I know you
can't see my feet from 200 feet behind me.  So now we have this "new"
law that'll be enforced like the old laws. :)  I'll stick with my C2
reflector tape and UMCA reflector scheme, and take my chances.
I've only been pulled over once and that was for not riding in the bike
lane, those guys get irritable when you don't pull into the door zone
like they tell you too. :)
