[SDCBC] "Bike Lane Closed" sign

I've previously commented on how motorists don't understand the "Bike
Lane Closed" sign. You're right that better wording with a picture would
help.
Kathy: How responsive is the City O' San Diego to issues like this? One
a scale of 1 to 10, say. With 1 being "Byzantine nightmare of Kafkaesque
proportions," and 10 being "They fixed it before I even called them."
