[SDCBC] I-15 reopened between Via Rancho Parkway and Center City Parkway

I got a report from a rider that the detour signs are down and the shoulder
is reopened on I-15 between Via Rancho Parkway and Center City Parkway. I'm
not sure if it is open in both directions or just one, so take with a grain
of salt. Enjoy!
