[SDCBC] specific information about Encinitas community meetings re: Coast Highway

The road is now officially named Coast Highway 101 through the City of Encinitas, including the Leucadia district. Carlsbad still stubbornly calls it Carlsbad Bl.

I definitely plan to attend the Saturday morning workshop, and I shall try to make the Thursday evening presentation, as well.

Highway" or "Coast Highway," but not both.
