Why don't we just let government run the business??  If the market
dictates bicycle ride through, then businesses will provide.   If it's
just taking advantage of extended hours, I'm sure most businesses will
be more than happy to take your money.  If a business doesn't want your
money, then go to their competition.   There's enough restrictions on
how you do business, especially in the PRK.   Besides, I can't use
extended hours on my bike because the pedal reflector thing makes it
illegal for me to ride at night. :)
