Should you see him again, quote him the CVC 21650. In fact, 21200 seems not to have gotten through the head of some people, so also you can give him 21650.1 which is even more explicit.
You can mention citizen's arrest if you like, or you can just offer to call 911 to report the threatened assault.
I have taken to ignoring these people by mergin so far left into the roadway that their irrational and unpredictable moves are unlikely to harm me.
I think there are more teachable moments than when one is on their way to somewhere.
