I imagine everyone reading this list is in agreement with you on this one.  
With a barrier in the photo, the only reasonable thing to do is stop behind the 
rear of the truck and wait for the truck to clear.  In San Diego, one could 
already be positioned in the proper lane though it might be necessary to 
disregard improper lane markings.
