[SDCBC] FW: Update on I-5/SR 56 Interchange

If you go to the the "Alternatives Considered-Withdrawn" link section, you
will find that the I-5 underpass tunnel was rejected by Caltrans as being
"too unstable" for automobiles, especially due to regular uncontrolled
flooding conditions. My question is why then it is still on the table for
other forms of transportation (pedestrian, cycling, etc.) when Caltrans has
already analyzed it and rejected it for other vehicles?
