[SDCBC] Bogota vs. San Diego

Dear Mark:
	I have seen a cyclist or two ride the SR-52 onramp heading to Santee 
from Kearny Villa Road. It's not "legal," though, and I imagine the 
interchange at Santos is messy navigating.
