[SDCBC] routes from Vista to Rancho Bernardo

There is no continuous path along the Sprinter route, but
they're working on it. Nevertheless, following the
Sprinter route (Mission Rd.) is a minimum-hill route.
Railroads are generally built along fairly level routes.
