The police officer chased you away for waiting in the dropoff/pickup area,
not for using a cell phone.
The area in front of the terminals is reserved for IMMEDIATE passenger
dropoff and pickup; parking or waiting is not allowed.
Waiting in the dropoff/pickup area is forbidden for a very good reason -- if
any appreciable number of people did it, there wouldn't be any room for
passenger dropoffs and pickups.
There is now a cell phone lot about a half-mile down the road where you
can park, free, as long as you stay in your car. You can wait for a cell
phone call from an arriving passenger and then proceed to the airport
for the pickup.
