Well, it's helpful to me to understand and respect why they do that. The
path/street junction is a horrible design there. The folks coming off the
freeway and planning to turn right on red onto LJ Colony are almost
exclusively concerned with traffic coming from their left, so that's where
their attention is, and that's why they tend to pull forward to improve
their sight lines in that direction. The need for a "STOP HERE" sign serves
as evidence of poor design. Given the nature of the sign and humanity, that
it's often ignored should not be a surprise to anyone.
When coming to the northern end of the path, whether you're planning to go
west up Gilman or turn right up La Jolla Colony, it's important to treat
that path-to-street transition as a change from pedestrian to vehicular
mode. Turning right is usually not much of a problem. To turn left, you
either have to do it in two steps, first by waiting for the WALK signal and
crossing the crosswalk, then turning your bike to go straight (west) and
waiting for the westbound light to go green, or, what I prefer to do: wait
until there is a gap in traffic on the freeway offramp, and then roll into a
normal left turning position in the street.
