Did any of you bother to read the actual byline in the Oregon paper? Seriously.
The only individuals issuing tickets, per se, are law enforcement. You're debating something that isn't even a reality.
The best cyclists in Oregon can do is to fill out a complaint against any given motorist and then, perhaps, if it is so deemed by the highway patrol apparatus, whatever the name of the organization is called in the State of Oregon, then and only then does the motorist get a ticket. So this is not a matter of tit for tat ticketing.
