Why don't I take this on?  I am one of the members of the San Diego  
County Bar Association's legislative committee, and we have the  
ability to propose changes to the laws (that is, bills) for  
consideration by the legislature.  It is possible that a change to the  
laws governing information about drivers and vehicle owners may be  
required or helpful, and so I'll look at it and report back on how I  
think we'll need to go to set it up.
