[SDCBC] Reason very rarely has any relationship with the law

If it is illegal to park in the bike lane, then "reason" doesn't enter into the equation.  They should not park there.

There's a landscaping truck up the hill from the accident scene right 
now--they have set up 4-5 orange cones up to about 70 feet above 
them.  This seems reasonable to me.
