Darryl:

  Did you girlfriend notice if the Bike Lane was also Marked "NO PARKING"?   
As far as I know it is legal to park in a Bike Lane unless it is marked 
otherwise.  As others have commented,  it is not uncommon for vehicles to be parked 
in a Bike Lane that is marked No Parking.  

I imagine there are some lessons in this incident, probably not the time to 
discuss them yet.  Anytime someone goes down, it is sad.
