[SDCBC] New Fence at Lake Miramar

Riding at Lake Miramar yesterday, I snapped a photo of the new fence 
on the dam (see http://www.tfl.net/photogallery.html ).  Completion 
of this fence (it's about half done) will reportedly allow opening of 
the road across the dam so cyclists can make a five mile circuit 
instead of an 8 mile out and back loop.  How fencing off the water 
side of the dam from cyclists/skaters/pedestrians at this point 
improves security escapes me since the water is readily accessible 
everywhere else around the lake.  Motor vehicles will still be denied 
access to the dam road.
