[SDCBC] Routine Accommodation, was Viejas Reservation Closed to Cyclists?

Someone asked, what SANDAG is to decide re: routine accommodation for 
bicycling today.

Here's a link to the agenda. Pages 7 to 11 deal with bicycling and 
pedestrian facilities in your future.
