I suspect Jon's assessment is spot-on. In the automobile-centric popular
press, we bicyclists always "veer" or "swerve," even when we cautiously and
properly "merge." We do not (yet) have enough information to judge fault in
this case, i.e., who violated whose right-of-way?

I have to wonder if he actually veered into the lane of if the motorist
failed to see him or otherwise did not respect his right of way.
