[SDCBC] bicycle commuter act

Introduced on Tuesday, HR1498 and SB858, according to opencongress.org.
Allowing a tax-free subsidy would really make a difference, in my opinion.
My own employer is unwilling to give a subsidy to employees because 
of the book keeping involved in calculating withholding, while we 
were able to convince them to give a subsidy for transit commuters 
(bus, coaster, etc).
