[SDCBC] Fw: Update on Share the Road car licenses

One more half-baked project dreamed up by enthusiasts, that could 
easily end up distributing inaccurate and undesirable claims as if 
they were respectable official policy (almost an oxymoron, that, in 
bicycle transportation). I would put neither name nor money in 
support of this project until I had read and approved all of the 
information to be distributed.
